From the splines shown in the second image, I can see things are more complicated then I thought before. The reference object's mesh have been broken into pieces. That's may probably be why TopoGun crashed. There is no way you can use the spline tools in cases like this.
Is there any other tools you can use to decimate your objects?

Actually topogun crashed because I forgot to close all other program and I reached my max memory, I used topogun again and retopo the lower part of my character and it was fine. I always used this method and I just tried it recently in nVil and found the spline tool to be a little hard to use.I could just polish my workflow to get this tool working fine. It would be great if the tool is improved, anyway thanks the replies
