Good day.
So I am trying to do these tutorials

When I try to draw on mesh or cut it like on the tutorials it just go thru.
What am I missing here?

You need to Add the sphere object to the retopo reference list and turn on the "Retopo mode enabled" option. After that, make sure the sphere is not selected in scene. Selected object can not be used as Retopo reference object.

I manage to do one of the voronoi pattern tutorial on the triangle.

I am trying to do the pattern on a round item attached red selection where I want to put the holes(voronoi)...what is the best approach if I want holes at specific area?
And how would one make the pattern rounder a bit like this https://www.youtube.com/watch?v=226ESXK5tHg at 4 sec

Is there a way to increase the subD level more than 2?
Also is there a way to pan and rotate without having to press Alt?
