Why in this project when I set pivot using Stream Line tool Manipulator tool >> Pivot+Orientation (object), symmetry plan is not at the position of Pivot?

Symmetry plane does not attach to manipulator.

You can use Streamline Engine Tools > Object/Mesh Pivot.

I checked your scene file. The mesh pivot and the object pivot are in different positions. Use this to make them the same, Manipulation > Pivot > Align All Mesh Pivots to Base.

Thanks, Is it possible some how to integrate it into streamline  Manipulator tool >> Pivot+Orientation (object)?
Or may be make command for this so it would be possible to assign it to shortcut. I have this issue too often. I nether work with meshes, so have troubles because of them  :)

I suppose you do not understand just how confusing to users that can be?

One question about this I have been meaning to ask. How do you set a mesh pivot without having to move the object pivot? For example:-
I have 3 mesh within one object. Each mesh will have its own pivot location/orientation. To view each mesh pivot I can can set manipulator to "Parent" and select the mesh. But how do I change the position/orientation of one mesh pivot without it changing the objects pivot and all the other mesh pivots within that object?

You can do that in Bone mode.

OK, after a bit of experimenting. I find I need the visual tools window(I have that disabled/removed), Bone mode > Meshes locked > Bone list > select bone > manually move to required location.
That brings up my last comment/question:-
I suppose you do not understand just how confusing to users that can be?

If it was specifically for symmetry, or even for mesh pivots, yes, but the issue is more deeply rooted.
