Hi IStonia.
I have a few pros, and I would be grateful if you would have them fulfilled.
1. new target weld point, what I offer faster.

2. Drag and drop context menu.

3. Tool "Set manipulator". It should not work with global snap settings. It would be good if it is used by default: vertex, edge mid point, poligon center.

I know that you have a lot of work, and if you decide in the future to realize my ideas I will be happy.
Thanks

Set manipulator tool depends on what you use in binding looking for is (image 1)

And I propose to do whatever tool Set manipulator does not depend on these settings, and used to hush up what is included in the screenshot

In his work is the number of bindings interfere, I often bind to Try Us vertexs, and the other to prevent konfortno work, but I can not turn them off because they need to Set manipulator tool

Sorry for my english

Андрей, обьесни им пожалуйста что когда эта тулза должна работать независимо от тех приязок что у тебя стоят, потому что в обычной работе они мешают, и я допустим держу их включеными только из-за этого инструмента

Workaround.

Hotkey for "Set manipulator" is also set to any of the "Enable snapping temporary"

Example:-

When hotkey "F1" pressed, "Set manipulator" will snap to Edge mid point / polygon center / vertex

For your first request, there is a similar welding hidden in NVil in retopo mode. switch to retopo mode, grab a vertex or edge, move it near some other component and hit the W key. But I just tested and in your example it doesn't work, which is curious. But it does work, if the vertices are connected.
I did also make a request for that kind of welding here.

Thanks Steve.

Yes indeed this can be done. But still it is a workaround.

Thanks Steve.

Yes indeed this can be done. But still it is a workaround.

So if "set_manipulator" is hard_coded with the 3 snap targets you mention, and does not use what is set by user, how would you set other snap targets for the "Set_manipulator"? How would you disable the snap tatgets for the "Set_manipulator"?

Yes, what I mentioned is a workaround to your suggestion, but it is a current option of doing what you want, without taking away choice [of set_manipulator snap options] for others.

Try this
http://www.digitalfossils.com/Download/NVil-Mar-14-15.rar

Weld function is added to tweak tool. When tweaking a single vertex, click W key to weld that vertex to the nearest vertex.

bug http://take.ms/90O65

In the vid, you are using "W"(move), the weld function is added to "T"(tweak)
