Visual Tools scrolling update

Hey, would it be possible to mimic the scrolling used within 3D Studio Maxs modifier menu for the visual tools?  3DS Max lets you click anywhere that isn't a tool and then drag the mouse to scroll instead of clicking the scroll bar each time.  If this isn't possible would it be possible to allow mouse wheel scrolling on the visual tools?  When I use the mouse wheel on the visual tools window it just zooms in and out in the last highlighted viewport.
