Summary of changes:
* Some improvement on Cap Hole tools. "Keep Triangles" option is added to option dialog. In streamline tool, tap Space key to toggle Triangle/Quad options.
* Edit > Customize > Tools > State Tools > Is Organic Object Selected. If there is any organic object selected, return true.
* Edit > Customize > Tools > State Tools > Is Hard Edge Object Selected. If there is any hard edge object selected, return true.
* Edit > Customize > Tools > State Tools > Update States. Some states are updated on each viewport render which means they can be outdated during composite tool operations. This tool is used to update those states immediately.
* Edit > Preference > Options > Window docking disabled.
* This tool is improved, Edit > Customize > Tools > Common Modeling Tools > Toggle Subdivision. Toggle mesh between 0 and the preset sudivision level. In hotkey operation, if the 'Temporary Subdivision Enabled' option is checked, if hotkey tap time smaller than 'StreamLine Click Event Timing', persistent toggle, otherwise, temporary toggle.
* Edit > Options > Temporary Subdivision Enabled. This option is used to enable/disable the temporary subd behavior of tool 'Toggle Subdivision' in hotkey operation.
* These tools are improved, Edit > Customize > Tools > Snapping Options > Enable Snapping Toggle Temporary, Enable Snapping To Vertex/Edge/... Temporary. Enable related snapping while the hotkey is being pressed down. If hotkey tap time is smaller than 'StreamLine Click Event Timing', it will toggle the related snapping persistently.
* View > Display > Toggle BG Image Visible.
* Basic streamline tool "Cut" is improved to have the ability to make split slicing. To make split slice, press down 'Caps Lock' key before finishing the operation.
* Edit Customize > Tools > Edge Shortcut Tools > Edge Loop/Ring Select.

Take away this please, it is a serious obstacle in the work

Why it is obstacle? May be you do not understood how it works?
You tap it, it enable snap, you press it and keep - it enable snap temporary, now it become sticky key, very handy feature, now you have one key instead of 2.
Мэн нажал один раз он активировал снэп, нажал и удерживаеш он активирует снэп времмено. Работает как раньше в принципе, только вместо 2х хоткеев теперь один, очень удобно.

Да я понял, только временная привязка у меня на Ctrl, там где и deselection и, а еще некоторые комбинации связаны с ctrl, и вместо комфортной работы мне приходится следить включен у меня snapping или нет.
Yes, I understand, only the timing at me on the Ctrl, and where and deselection, and even certain combinations associated with the ctrl, and instead of comfortable work I have to watch my snapping enabled or not.
add option Edit > preference > option

Go it, I think it would be better just to make Snapping Enabled Sticky, and this one - Enable Snapping Toggle Temporary return to previous state without sticky option it will make more sense.

No, i use a temporary snapping along with the move, and the right to use 2 streamline impossible
In addition, again in the ctrl is diselection, this will reduce the flexibility

Looks like you do not understand what I offer, Enable snapping temporarry will work as before no changes. But enable snap will become sticky.
