Measure Tool not bindable or useable in radial menus and streamline events.

think the title says it all, yes i know it isn't a very commonly used tool and is only 2 clicks away in the Misc Tools menu or visual tools panel , but i made a radial menu for the Move by Measurement commands, and it would make sense for me to put this in that same menu too, and i never use the visual tools panel.
