Create a cylinder with some divisions. Select two not connected edges as shown in shot 1. Collapse them with the Subobject Shortcut Tools > Collapse. They will collapse independently. Now select two other not connected edges, which are close by each other. This time the same operation welds both edges together.

Shouldn`t it show the same behaviour in both cases?

I believe the general collapse tool calculates from the vertex positions, so with the 4 vertex joined by a single edge between each, they are collapsed together. You would need to use the "Collapse_loop" to get the result you are looking for.
