Nvil tells me there are no vertices selected which isn't the case as you can clearly see in the picture.

The object(mesh) must be set to use/view vertex colors.

Mesh shortcut Tools > Mesh List > "Toggle Material/Vertex Color"

(Help > Content > Modeling > Vertex selection > Mesh Vertex > Vertex color)
