[unpredictable]SmartTips

Again I am seeing the "SmartTips"[header] showing [on Nvil startup] even though it is set to "Never Show". I have seen this several times before(and have mentioned it before) and it is very annoying.
The only way I have found to fix this is to delete my PreferenceSettings.xml" to stop it showing, until it decides to show again that is.

It does not show all the smartTips, just the header(see pic) and only shows on startup, it goes when clicking in viewport. But still very annoying.
