Prerequisites : If the application failed to launch and SlimDX is not installed, download/install end user runtime(for slimDX) http://slimdx.org/download.php (the .net 4 download)

Summary of changes:
 
  * When transforming/rotating/scaling/extruding/chamfering/Shelling/... scene items by draging either in viewport or in a control, to achieve fine adjustment, press down and hold Ctrl key during the operation.
  * Edit > Preference > Options2 > Snap to frozen object enabled.
  * Edit > Options > File Format Options > dxf > Import lines and isolated vertices. POLYLINE from dxf will be converted to spline objects. The isolated vertices will be wrapped into an object called "DXF_ISO_Verts_Only". Faces should be created base on these isolated vertices so they can be used as snapping objects for precision modeling.
  * Splines can be exported to dxf as poly lines.
  * View > Object Shading > Show Edges On Frozen.

Is this key hard_Coded?. I need to change the hotkey.

  * Edit > Customize > Tools > Modeling Options > Is Fine Transforming. A flag to tell the program to slow down transforming operations to achieve fine adjustment. The default hotkey is Ctrl key.
