Not remove :)
Check screen I wrote remove that big blue and create a bit smaller thin black.
I mean rebuild that one blue into smaller black, like on first screen.

That could too easily cause issue, as you could select incorrect rotate manipulator and rotate to screen rather than axis(or vice-versa)

This manipulator from XSI SoftImage it works not bed.
But If you think it will cause problems we can leav it as it is but change only color to black or dark grey. Now blue is very saturated and it takes a lot of attention.
Now when I use big manipulator I'm afraid to run Roatation Manipulator ;D
It apears with a lot of stuff ;D

Hay IStonia can you pleas modify This Rotation manipulator as I described?

Also If you run Set Object Pivot or Set Manual Pivot you see this :

Too many stuff on screen, can you also remove that marked axis?

Pleas, modify or you do not leave chance to use big manipulator, too many stuff on screen.

If you change color to black or gray, what happens if you have black or grey viewport color? you will not see it.
So what then? ask for option to change color of manipulator?

Those axis you show (by arrows) are used to set negative axis direction.

But if I have blue background?
I hardly can imagine somebody will have black background as and blue.
Personally I never use that  rotation by screen ring, I can guess that it is not used by users too much. But it has color like it is the main tool in NVil. It has to have color depended of tool importance so if it will be not so visible it is how it should be now.
Rotation manipulator in Softimage is very refined nothing redundant. SoftImage paid a lot attention to how things looks. And I do not hear from anybody that they have any problem with that manipulator.
