What is wrong with rotation?

I want to rotate and move cursor to the left but it rotates in opposite direction and very slow.
But in opposite side it rotates well, when I move cursor to the right.
Im not sure but looks like this bug appears not so long ago.

Problem appears.
Now with Manipulator everything is ok, but with streamline tool it is some kind of slow, check video.
