Edge_Loop_Cut/Slide_Proportional#

Why when I press CTRL/Shift I can not change form proportional to even? I pres left mouse and start to slide then press shift or ctrl nothing happen. What I'm doing wrong? Or it is bug?

It looks like a bug, but with the various options convoluted, not 100% sure.
