Why I can not make fillet with 3 edges? Minimum is 5? If I remember right it was possible to make 3 edges fillet?

You mean chamfer?

Just use space to toggle style, and mouse wheel to change number of loops.

In the chamfer options, make sure "Offset" is set to 0
