I'm posting because I can't figure this out, but overall it's not a problem, just curious.  So I tried both functions out, the snap to vertex and snap to vertex#, and both seem identical in function.  So... is there a difference? When should I use one over the other?  Sorry if it's a noob question :P.

Are you referring to the snapping options?
If yes, then "Vertex" will toggle vertex snapping on/off but will also disable all other snapping types. "Vertex#" will toggle vertex snapping and leave all other snapping options as they where.
