holding ctrl or shift to snap to values doesn't work in scaling or translation (moving), but it does work for rotation, and for tools such as inset or extrude.
I'm pretty sure this worked for everything at one point, so I'm not sure what went wrong. It could be my setup I suppose!

Then, in addition to that: can we get it so that holding ctrl+shift snaps it to a smaller value? So if ctrl goes in steps of 1 unit, ctrl+shift will go in steps of 0.1 units.
Also, it seems silly to have both ctrl and shift do the same thing, can we get ctrl to always do things in increments, and shift to make the value increase more slowly (for precision stuff)?
Either that or temporarily toggle snapping, that makes sense as well.

Really, it'd be best if these things weren't hardcored but could be set by the user.

I don't have any any problems. But I've got steppings on by default, so whenever I press ctrl or shift, the steppings get disabled. I only run into inconveniences if my hotkey for a streamline tool is shift/ctrl+key, because then I have to set the tool to something other than NMB, which I have to click&hold and then release shift/ctrl in order to enable steppings again.
