Can't keep layout saved

I want my layout to be in this grid:

Top | Camera
------------
Left| Front

I've set my layout up that way several times, but it keeps reverting to the stock 4 panels with the camera at the bottom left.

Is there a different area to save layouts?  My other windows just stayed where I put them, but not the main window.
