Why sometimes one click can only connect a short line, and sometimes it can be a whole section

My operation is, first click MMB + LMB to drag to an object with a polygonal surface, why sometimes it is possible to loop edges, sometimes only one or two edges, I don't know why the forum cannot upload pictures..
