[Fixed] ViewPort Navigation (Test builds)

Hi IStonia,

When Viewport Navigating, the mouse cursor hitting side of viewport is stopping the viewport navigation.
It is only an issue if there are no windows docked on the side of the viewport the mouse cursor is hitting.
I only noticed due to now having no docked windows on my [creating] new config.


Please check when you can find time.

I checked back to an earlier version of Nvil (dec-11-16) and that does not show the problem, so new issue with test builds.

Fixed.
