I'm looking for a tool that would allow me to scale edge(s) by sliding their vertices on neighboring edges. Something like scaling an edge with edge constraints enabled in 3DS Max.

For now I'm using vertex slide separately for each vertex, and I'm eyeballing the distance between them.

Modeling Options >> Vertex transform Along Edge

Perfect! Thank you Steve.

Steve, how about face constraints - "Constrains sub-object transformations to individual face surfaces"? Is there something like this in NVil?
I know I can set manipulator to selected face transforms and use it for vertex translation, but it doesn't work with Tweak.

I am sure what you are trying to do.

If you are attempting to move a polygon boundary over its own surface, I would use "Inset(NoNewPolygons)"

If attemting to move polygone boundary out over surrounding poly surfaces, I would use Chamfer(refine) with 1 segement to create new edge loop around border, which can then be moved via slide. Then some editing to remove extra edges created.
Attemting to do those in other ways I would find problematic, even if a dummy retopo_ref_mesh was used to help constraints.
