There are a few videos there. I don't know which tool you talked about.

If it is the guide line tool, there are similar tools in NVil already. Do a tool search in the Tool Search Window with key word "Guide Line". You can use "Snap To Edge" and "Snap To Vertex" to snap geometry to guide line or intersection of guide lines.
