Can not make scale smooth it always moves with some little steps.
I tried all variants in Edit-Options-Scaling Options but it does not help. Scale factor is 0.

Really strange behaviour especially as you said Scale Factor is 0

Have you tried setting Scale Factor to 1 then back again to 0?  Might be a bug.
Also have Enabled by Shift key down set to On.

I have the same problem. I have to hold SHIFT key down to get smooth scaling.

It would be better if smooth scaling was default and SHIFT key was held down for incremental scaling. I don't think anybody would use incremental scaling that often. I don't know whether the stepping is hard coded or related to some other variable somewhere in the interface.

Stepping option (to use "Shift key" or not) is in Manipulator window (View > Windows > Manipulator window")

The hotkey for that toggle option is in "Edit > Customize > Tools" >> "Modeling Options > Stepping Enabled Toggle Key"

Once again, thanks Steve, thats now solved it for me !

Its a much better way to work by holding the SHIFT key on the increments in the Manipulator window.

In my config scaling and rotating are smooth but when you press shift you will have steps.
Looks like you change some settings.

I do change things to suit my workflow, I must have unchecked shift in the steppings section of the manipulator window at one time while learning the software without realizing what implications that would have.

Still much to learn yet about Nvil. :)
