Do a search in Tool Search window with "local". You should find three tools, Local Move/Rotate/Scale Selection.

You are looking in the wrong window. View > Windows > Tool Search Window. Those three tools are basic streamline tools. You need to set up streamlineline tools to use them. But for testing or temporary use, you can click the tool in the "Tool Search" window to activate a temporary streamline tool, then you can drag LMB(left mouse button) in viewport to perform the operation.

Not possible.

"Local scale selection" only performs local uniform scaling.

The subject as come up before, but you argued it was not possible.

Try this

Set up a streamline tool for local transform. Before activate the tool, highlight the move manipulator's axis.

I still remember that issue. The current case is different. All the selections have the same orientation, so the manipulator's orientation can be utilized. But I might have an solution for the old issue. Not sure yet.
