Lock light to camera

Is there a way to lock the lights to camera, so they are constrained to camera transforms (pan,orbit,zoom) like the headlight?
If not, is it possible to make a lock on-off button in the light settings window?
Perhaps make it possible to lock every light individually (but not necessary).
