Missing Manipulators

Hello,

I'm not sure if this is a bug or just a user error. I'm having issues with the manipulators. They randomly seem to disappear and I have no idea how to bring them back to rotate/scale/move my selections. It usually happens when I use the instance option in object mode.

Any help would be appreciated. Thank you
