Empty Steppings Window

I've noticed that Steppings Window and Steppings Window (Hot) are completely empty. They don't contain any UI components. What is the purpose of those windows?

Here's how the window looks like:

Edit > Preference > Options 1 > Keep steppings info in manipulation window.

Have you considered completely separating Stepping settings from the Manipulation window? It would remove the need of using that extra setting in Options1 and perhaps avoid some confusion.
Just a thought.
