I've noticed this problem in Jan-07 version and it's also present in the newest Jan-16 one.
When I create a cylinder, select faces of its cap and start extruding them with a streamline "Polygon Tools >> Polygon_Extrude_CursorDirection#" tool, strange things begin to happen. Can someone reproduce it?
P.S. Vertex Auto-Weld is turned off.

This is not all.
Here's what happens when I extrude cylinder's side two times:
Image 1: Shows what side will be extruded.
Image 2: First extrusion in cursor direction.
Image 3: Second extrusion in cursor direction. Note that the face goes back to its initial position and hard edges are added to it.
There are more other strange things that happen with this tool.
Of course it doesn't apply only to cylinder, but to other topology as well.

It looks like I found the reason of this behaviour.
"Polygon Extrusion Auto-Weld" was enabled. So because this was a user error, this bug report can be ignored.
