Title: Customize Tools make accessible by Hotkey and user button

Hi IStonia,

I hope to have the Customize Tools window accessible by hotkey and user button.

I am trying to setup my hotkeys buttons, radial menu and so on from scratch... so this can save some time, and for new users and users who do a lot of customizations.

It is also nice if the other tools (Streamline, Radial and Composite) get added along with it..
