I have in mind using the Background Reference Image function in orthographic view and tracing around an image with Spline (object) tool.
Then running a tool to create a flat Mesh object segmented into quads ideally.
I could then use other commands such as Shell (Mesh) to thicken the object.

I have found something close just messing around with 'Spline Polygon' Streamline tool, though it creates an NGON.
Really keen to see if there is a better way, many thanks.

I haven’t gotten into the draw mesh tools yet, for some reason I thought they were for Retopo work so I ignored them for now.
This approach does seem to produce better geometry than what I was coming up with.

I might need a bit of run down on how that one works, I tried to use it (very likely incorrectly) and I got a Null Reference exception error pop-up.
Here is what I did:
- Created an outline (closed) with a Spline
- Duplicated and moved the spline up
- Selected both splines
- Ran the command: Streamline Basic Tools -> Generic Tools -> Spline_Surface
- LMB click in viewport

That is a bug. I will report it.
It still works if using 4 open splines.
The found bug will be fixed in next version.
The "Spline Bridge" In "Draw Mesh" tool can be used in this case. It can handle two or more splines, open or closed.
