Title: [Fixed] User buttons + composite tools (test builds)

I was creating a menu system from user tool windows, but found a problem.
It appears if you call a user window from a composite tool, the user buttons within that window cannot call a composite tool.

Have attached a simple example.

I started with a new default config.

Press hotkey "L", it will call composite tool (call_hot_user_window#1). The hot-window appears with one group/one user button. That button is set to call composite tool "Create_Box"(which contains "Create box" shortcut)
When LMB click that user button, the composite tool is not called.

I have gone back over several of the test builds, but will not work. It will work OK in last general release june-16

When you have time, could you please check.
