Hello,
Example:-
Create a box at world center. Rotate box 45deg around Y axis. Set manipulator to world orientation and pivot position to world.

Scale object using manipulator on X or Z axis (or offset inputs). It does not scale to manipulator(world) orientation, but to object orientation.
It scales as expected if in sub-object (or mesh) selection.
