Title: [Fixed]unwanted stepping

I do not know bug it is or not.
I can not understand why I rotate, scale with stepping? Everything is off.

And this is where pivot was, then far away pivot then more steeping you have. There is practically no stepping near pivot, but little still exist.

Just check this scene, can you make it rotate or scale smooth?

Looks like I can not see any differences. Still works like stepping is on.
