There are already various tools for selecting(which you can delete) such as "Floating vertex", "colinear vertex" etc. Just add then into a composite tool. If there is something you need to select but currently no function/tool you can use, then ask for that specific tool/function.

It's not that, and much more convenient if it would make a good programmer, + there are nuances that are not easy to solve

Where I can get these composite tools ("Floating vertex", "colinear vertex" etc) ?

I was looking more at a composite_tool "clean_up" tool.

Due to limitations on how selection tools interact, it is not possible to get 100% accuracy on selections, so it is too easy to delete[that should remain] or leave[that should be deleted] vertex.

There are very many selection tools, but they where not created to interact, such as making selection_boolean on [only] the current selection. Other limitations, such as not being able to hide_edges from selection can also cause issue.
