Title: Edge Extrusion Inset not working with stepping enabled

When stepping is enabled, the edges just won't extrude when style is set to "Inset". The action is always canceled.

Confirmed.  Also, this does not happen in exactly the same way when the stepping option "Enabled by Shift Key Down" is enabled.  I keep that option checked all the time, and the edge extrusion inset works either without stepping enabled (no shift key), or if the user stops holding the shift key down (stepping enabled) *before* letting go of the edge extrusion inset hotkeys (default "A"-RMB).  If the user does *not* let go of the shift key before completing the edge extrusion inset operation, the operation is cancelled.
