How to make ctrl+shift selection type to deselect components rather than deselecting selected + selecting non-selected?

You can assign ctrl+shift to Edit > Customize > Common Modeling Tools > Exclude Selection. Make sure  the hotkeys for 'Exclude Selection'/'Include Selection'/'Toggle Selection' do not conflict with each other.
