maybe it depends on what you selected first:
Polygon and then insect.
Insect and to select a polygon.

It is not a bug. Depending on your initial drag direction, if Right: inset, if Left : out set.

Hm..Why then checkbox "outset"?
I think that there is confusion. Really need to read about each tool in the help? What program is done the same way?
I don't know, maybe this is useful...
