Well, I know this isn't exactly the one-click hotkey you are looking for, but this operation can be done *really* quickly manually.  Just use the cut tool (default hotkey "c") and connect the top left vertex to the bottom right, then the top right to the bottom left to create diagonal edges, then delete the horizontal ones... you don't even have to select edges you want to delete - just mouse over them and hit backspace.  Alternatively, you can do this backwards (delete edges, then manually cut desired ones) since Nvil supports nGons, which I often use temporarily while I cut in my desired topology.

I do not know such a command in Nvil.

You may be thinking of "Turn Quad Flow". "Help > Contents > Modeling > Polygon section > Polygon commands"

Neither I have knowledge of a command that could do this. I'd just cut it.

Today I found this command it was - Make quad (streamline tool). If you select 4 polygons and then run command and drug it will rotate edges like on screen of the first post.

Poke will also do this.  You want to start with an Ngon though...so just delete vert and then Poke.  Very easy to create a custom tool for that.
