If NVIL stays an application purely focused on modelling, I don't see how this could greatly benefit the UI, since you would just need 1 or 2 layouts: one for modelling, one for UV layouts.
So, I think you're right, at the moment it is of little use. But at a smaller scale it reminds me of the switch you can make in Maya via the F2-F6 keys, or the shelfs. If the User Toolbars would be more like the shelfs, by that I mean being arranged in tabs, that already could benefit the workflow.
