Is there an option/way to stop Nvil from polling(checking) for the \\Nvil Instructions.txt" file. Currently, Nvil checks for that file every second.

steve,
Why you want that option? Does this file check bother you in any reason?
I think it is not good idea to make this option it have always be ON.
Because for example when I release my plugin I will have to say to everybody to turn On that option and it becomes complicated.
Now there is no NVil API so this is only trusted way to connect to NVil in any time on any PC. But with that option this way become untrusted.

It is unnessary HD polling.

So the "3D-coat Applink" should always be on and polling the HD??
What is complicated about turning on an option?

Why would trust to your plugin depend on option to enable/disable such a function?

What is HD polling?

What is HD polling?
When an application is constantly checking (reading and/or writing) to the HD.
I do not see a problem with an option to disable such a feature. It could always be enabled by default, just allow for it to be disabled if prefered.

If NVil use some WinMessage Hook I think there is no any HD Polling.
But if it use Timer to check file existence, what's wrong with this HD Polling?
