Title: The name of a tool that allowed to bridge uneven no of edges

I remember that a tool was once added that allowed for bridging two border edge loops that have different numbers of edges. Does anyone remember how was this command called?

There is the "Edit > Options > Allow Bridging Holes of Different Edge Number", but that only works with the "Bridge holes" command. (on 2 closed edge loops).

Excellent. That's exactly what I was looking for.
Why is this option global? Wouldn't the Bridge Holes window be a better place for it? It's confusing.
