Title: Using Vertex Normal for Snap on Transform

There's something wonky about how Using Vertex Normal For Snap On Transform works in Retopo Mode.
It seems to be partially view-dependent, like camera projection mode.

You had the two offset options in reference window checked.

Ah, the Camera Direction for Offset? That was it. :)
